Report: Between Promise & Practice: An Empirical Study of the Norms & Standards under the Right to Education Act, 2009 across India

National Law University, Jodhpur (NLUJ) is delighted to announce the successful publication of a report prepared by its Legal Aid and Awareness Committee (LAAC) titled “Between Promise & Practice: An Empirical Study of the Norms & Standards under the Right to Education Act, 2009 across India,” under the esteemed guidance of Hon’ble Vice Chancellor Prof. (Dr.) Harpreet Kaur.

The report is a culmination of a year-long effort, and is based on the 2nd NLUJ Right to Education Paper Presentation & Discussion Series 2025, where 36 teams across India participated in a country-level survey of the state of infrastructure in public educational institutions. The report further incorporates insights from the panel discussions held as part of the Discussion Series in 2025, where distinguished panelists deliberated on the role of advocacy in the implementation of the RTE Act and the challenges that continue to impede its realization on the ground.

We express our sincere gratitude to Dr. Nalini Juneja for her invaluable guidance and motivation in the conceptualisation of this work, and to Dr. Anjali Thanvi, Chairperson, LAAC, whose steadfast support has been instrumental in bringing this report to fruition.
